Step 1:
Become a miner. To become a miner, speak with a Mining Trainer. To find a Mining Trainer, speak with a guard and ask for directions. Once you've found the trainer, right-click on him and get trained. Once you've become a miner, you can automatically mine and smelt copper. All you need to mine copper is to be a miner and to have a mining pick.
Step 2:
Gain mining skills. To smelt tin, you have to gain a mining skill level of 65. All you have to do is mine as many copper veins as you can find and smelt the copper ore into copper bars until you've reached a skill level of 65.
Step 3:
Mine tin. To mine tin, go up to a tin vein and right-click. Tin comes up just like loot or copper. Right-click on the tin ore and coarse stones you find in tin veins.
Step 4:
Smelt tin. Now that you've got some tin ore, visit a mining trainer to learn to smelt tin. Then, visit a forge to smelt the tin into tin bars. Open your Smelting Spell found in your Spell Book and then click "Smelt Tin" and "Create All." All of your tin ore will then be smelted into tin bars.
