African sulcata tortoises I have 3. My largest is ...

african sulcata tortoises I have 3.  My largest is a male.  them 2 females.  One female keeps going afte the male like she wants to mate.  She gets on top of him and humps him.  Them gets very aggresive and tries to bite his face and attacks him.  Is this normal? and Why won't the male go after her and give her what she wants?
