The easy way to do this is to buy and inexpensive cotton slip ( full or 1/2 slip) and sew netting to it in rows. Depending on where you want the fullness to appear under the gown. Netting comes in lots of different colors and a variety of stiffness...Have fun with this project. I got to be a Lady of the Court in my gown and it was fun to "float" down the long entry hall....D.
