Since PR is a protectorate of the United States, as the Canary Islands is a protectorate of Spain, and Northern Ireland is a protectorate of the British Islands, there is no reason that I can see. Maybe the answer lies within the joint Congress of the United States. That is the only reason that we cannot all unite under one flag and one constitution. Michael Joel Held
