This is definitely a scam. Stay clear.

Scam! You'd know for sure if you truly won that much money. They would be calling, emailing, and knocking on your door to make a big deal about it so they can get media coverage and exposure.
These scams just want you to give your personal information (often bank account) to rob you blind. Sometimes they try to get you to send money for some BS reason in order to get your money (which doesn't exist).
