I'm use to using an analog. What the difference between .400,.040,.004 on a digital meter. .400v means to me 400 millivolts. .040 is 40 millivolts and .004 is 4mv. What if the meter reads just .04 and not .040? Is it 4mv or 40mv? octopower@aol.com
0.4 is 4/10ths 0.04 is 4 1/100ths...
.04 volts would be 4/100th of a volt, or .4 millivolts (a millivote is 1/1000th of a volt).
Check the range on the voltmeter as well - make sure it is set to 10, 100 etc, and read accordingly.

If you read to the right FROM the decimal point, .4 is 4/10's of a volt; it's the same as saying 40/100th's of a volt or 400/1000th's of a volt (here you can also say 400 millivolts). The previous answer from aladinsane is also right on the mark.
