My brother in law has the habit of kissing his 5 yr old son on the lips, for instance, when the boy is watching TV (with lips partly open due to being concentrated), but not only in a peck like manner. He actually places his lips around his son's mouth and does a sucking like movement. I feel this is wrong but need some opinions. I heard that this is the age where a child is forming his psychosexual structure and that this type of behaviour confuses him. His wife will notice this but will look away and ignore it

It's definitely not normal and can cause major problems for the child's future.

I appreciate your reply, although I am still hoping for a lot more of an explanation as to why this will cause major problems. The reason? My sister, as I mentioned before, seems to be oblivious to there being anything wrong with this behaviour, and I would like to show her that it's not the family "against" the husband, that there is actually a professional explanation as to why this could be a damaging factor in the child's psyche and should be immediately stopped

I personally think it's borderline incestual and will teach the child that it's ok to kiss a sibling with an open mouth on the lips.  You might try showing your sister information on the Oedipus and Electra complex to explain some of this as well as check out websites that explain the beginnings/warning signs of incest.
