I recently had a water conditoner place under my house because we have "hard" water that has allowed the formation of calcium carbonate build up. After the conditioner installation, I drained the water from the water heater and (turned electricity off) removed the lower element and proceeded to remove the sediment in the bottom portion of the water heater. After removing the sediment with a extended spoon through the element hole, I replaced the element and refilled the tank. After several hours the water through the faucets is cold and the next day the water is cold. I used an ohm meter to test charge to the elements and found the lower elelment is not hot (upper element has power). Do you suppose the thermostat is dead? other issues? Frank
