We live in a new construction home 4yrs. We have not painted yet! In our bedroom the is a wide brown streak on one wall and small brown spots starting to appear throughout the room-like something is seeping through or has gotten wet. What is this and what do we do!

This could be a number of things. If you live in a climate that gets quite cold in the winter, it could be caused from ice backup on the roof or some sort of condesation problem due to lack of vapor barrier. My recommendation is to contact your builder and let him take a look.

If I understand you correctly, you have unpainted drywall or plaster walls.  If that's the case, these materials are absorbant and they could be collection dirt and mold from the air and letting it grow.  The brown spot could just be a collection of dirt.  I would first try to take them off with a mild bleach solution.  Use caution and protect you and the floor.  I would them use a sealer like Zinssers Primer Sealer and then paint the walls, all of them.  Paint is scrubable and washable along with being a protector and it gives a better appearance than base walls.
