I and friends of mine have had the best luck with moth balls. Mice, raccoons, voles, and moles hate them. Buy a couple boxes of mothballs at the hardware store. Spread some under the mower and put some in plastic mesh bags like fruit and onions come in and place them in pockets on the lawnmower. Good luck.
