Is it legal for an licensed Assisted Living ...

Is it legal for an licensed Assisted Living Facility in the state of AZ to require certified caregivers (ration is 1 caregiver to 14 "dementia" residents) to "properly" clean 8 resident restrooms during their 12 hour shift? The caregiver in question does all resident care, toileting, grooming, and serving of food. Housekeeping is employed at the facility, but they have "cut back". Is this sanitary? Or legal?
