Get a trimmer/shaver (a 2-in-one). If you're going to shave, trim the hair first.
What I personally use, is an epilator. They're about as painful as using wax, but better than wax because it makes the hair thinner, and you don't have to wait for the hair to grow completely back, unlike with waxing.
