Both my wife and I are currently on a post study work visa which applied and go independently after we finished our prospective degrees. I am about to apply for the Tier 1 general visa because I am the one who currently qualifies.

my question is that can my wife apply as a dependant of a tier 1 migrant inside the uk, since she currently has a post study work visa which she got independently? or does she have to apply outside the uk in her home country i

Without doubt primarily, you need to select the specific uk, but that doesn't necessarily mean that you had best actually undergo with it once it has been decided upon
