Tidal flooding is when, because of storms, the high tide floods the entire surrounding area. Low tide is higher, but the flooding is dependent on the tide itself and not on a huge surge of water from a Tsunami. Often, people stay in their homes because they are looking at an angry ocean at low tide, not realizing that when the tide is high, the increased winds and rain will raise the tide up over the beach.
