declassifying electrical components from hazardous to non hazardous in a hazzardous location, by having explosionproof air fans sucking the bad air out of the gassy tunnel and with a scavenger fan forcing the fresh air to the heading and also monitioring the methane LEL level,with all of these interlocked to the main switshgear as to deenergise all power to the tunnel, can I use nema 12 electrical enclosures to satisfy the code, this will fall under cal-osha

Since such enclosures are meant for dust as well as other uses they seem like a logical choice, though perhaps there is be a more suitable NEMA for your purpose. They are better for indoor use so that is also something to take into consideration.
