Josey, have you checked him for worms? Generally when a dog scooches on it's butt, it's trying to scratch the itch caused by worms that lay eggs around the anal opening. Lift his tail and see if you can see anything moving, in the way of worms. Also check his poop, worms are generally as well very visible in the feces. If he does it constantly you may have to get some deworming medicine and deworm him. However if it is tape worm that can only be obtained from a vet. Tape worms are very easily seen in the poop, so do check his poop first thing as soon as he goes potty. If you have to, take a stick and break the poop apart to examine it thoroughly in case nothing shows on the exterior of the feces. Worms are the primary cause of butt itch in dogs if it's a frequent activity he indulges in. And worms are very common in dogs especially in the summer months.
