If a homeowner legally dumps a pile of wood at the edge of his property (hidden from view from his home), in full view of neighbors homes, who feel it is an eyesore and detracts from their property values, can he be forced to move it?
If the homeowner LEGALLY dumps it, as you say, that answers your question.
