Well, now we know that you don't understand gaelic accent, and that you have enough money to pay for closed captioning, but what exactly are you asking?
My guess is that maybe your TV cannot read CC (a requirement in USA), a DVD you are playing don't have CC embedded, or maybe you live in an area that uses european PAL TV system altogether. There is no CC in PAL, your only option is subtitiles.
