Superficially, it means the speaker is given to oxymora. The speaker will have his own definition which he will be all too happy to explain to you. Basically, it is the definition that the speaker gives to this words contrasted with what he thinks the the generally accepted definition of this word it.

An example of using the word true this was would be found in the old western movie, True Grit .
