Judaism is both a religious belief and an identity with the Jewish people.(Maybe what you mean by "nationality" is "peoplehood". As harryvan commented: "Nationality is being a citizen of a particular country.").
Some of the Jewish people put the emphasis on the religious belief, while others put the emphasis on the "peoplehood,' including those Jews who are citizens of Israel. Thus, the complete Jew is stringent about both.
