What I would do is, this: "Chip away at the problem areas with a masons chisel or hammer to form somewhat of a "V" notch," afterwhich I would fill with a specially formulated mixture of hydraulic cement. This procedure should elimnate any minor leaks you have. Check to see if it was a success during the next heavy rainfall. If yes, I would definately go back to Lowes or, The Home Depot and purchase some ("DRYLOK"), a product designed especially for this specific reason. It is a masonry waterproofer, guaranteed to stop water. If you take your time and do it right you should be happier with the results than merely trying to plug it with some type caulk.
