Do I need to drain the entire pool to get the pool liner back over the tope clips under the railing? I have an 24' above ground pool and am cautious about loosening the top rail to place the liner back under the fasteners. The pool is only half full right now and am worried that if I loosen/remove the top rail to get to the area where the liner is held in place, the pool will break apart and flood my neighbors yard. Please help!
