If it's not fun, you're doing it wrong.

FREE !!!  Help the U.N. feed people by playing a free game at freerice.com    It's free, fun and educational.

Are you trying to attract them, or is someone else feeding them and it has become a nuisance?

I live down the shore in New Jersey and a woman i know feeds them and one of her neighbors thinks that it is not allowed. I was just trying to find out if it was legal for her to feed them on her own property. She, the woman I know who is doing the feeding, asked me if I could find out. I went to the NJ Fish and wild game site and couldn't find anything out about it.

Thanks for the help if you can provide any input.

I searched the state website in a number of areas and there doesn't seem to be a state prohibition against it.  Now you'll have to check with local ordinances whereever you live.  Are the public beaches posted no feeding?  They don't list that in the rules they post online.
