Intent of Texas HJR 36 #1

What is Texas HJR 36 #1 designed to provide. I believe it is to aid certain home owners whose home might be appraised at a higher value if it, or the land it is on, were used for other purposes. Also, there is email now circulating that says this propostion is the first step to a state tax on our homes. Would you please clarity just what is the actual intent of this Proposition HJR 36 #1.
