Why Am I in Hot Water All The Time?

The water going to my clothes washer is always warm, even though I have the setting on cold/cold and my "hubby" says he has the hot water disconnected from it. Our electric bill is ridiculous 300 -400 every month and one thing I do is a bit of laundry. Any ideas?
