My Geo Metro Won't pass the Oregon State Emissions Test

My Geo Metro is getting terrible mileage. I tried to take it through our DEQ (auto emission check) to get new tags. The report said that one of the emissions was supposed to be 220 or less and it was 5400+. What would cause this. I know that it is not just the catalyc converter. Help. I do my own mechanic work but this one has me stumped. John
