Every state has diffrent gas formula to control pollution. Depending on the time of the year summer time is diffrent in every state depending on the restriction the state has in emission and in the winter every state practically has the same formula Why not just make the oil refinery make one formula nationwide on gas that release low pollution and not make the people suffer practically every summer just because a high demand on two diffrent formulas the oil refiinery start to have shortage on one gas formula and prices goes up.
