Focus vs the stimulus of scarcity

When is a person more effective - when equipped with the best tools, with the most conveniently arranged workplace, with enough money at hand, etc OR while one is suffering from inadequate resources to do his job, in a cramped and untidy place?

Cyril N. Parkinson maintains that inadequacy of resources is the impetus behind any progress and any work done - see http://yedda.com/questions/Design_bussines_internal_4952663156121/#postId5041128610679.

On the other hand the various inconveniences, obstacles and nuisances at work act to distract one's attention and focus is being lost. Lack of focus is one of the gravest time wasters.

Is there a contradiction between the two points of view? Or they both can be incorporated into a valid model of efficacy?

HERE IS SOME USEFUL MATERIAL.
==========================================
BOTH FOCUS/ STIMULUS CAN MAKE A PERSON MORE EFFECTIVE.
A. BUT SOME PEOPLE ARE MORE FOCUSED,
When is a person more effective - when equipped with the best tools, with the most conveniently arranged workplace, with enough money at hand, etc
B. OTHERS ARE MORE FOCUSED
while one is suffering from inadequate resources to do his job, in a cramped and untidy place.
THE DRIVING THE FORCE BEHIND BOTH THE TYPES OF PEOPLE
IS THE MOTIVATION TO SUCCEED/ ACHIEVEMENT.

Motivation is ------
· The psychological process that gives behavior purpose and direction .
· A predisposition to behave in a purposive manner to achieve specific, unmet needs .
· An internal drive to satisfy an unsatisfied need .
===the inner force that drives individuals to accomplish personal and organizational goals"
---------------------------------------------------------------------------------------------------------------
BOTH THE TYPES OF PEOPLE ARE DRIVEN BY
INTRINSIC FACTORS, SUCH AS ACHIEVEMENT AND RECOGNITION.
PERFORMANCE =aptitude x atitude x competence x motivation x effort x resources.
what differentiates between the two groups

A. BUT SOME PEOPLE ARE MORE FOCUSED,
When is a person more effective - when equipped with the best tools, with the most conveniently arranged workplace, with enough money at hand, etc
-THIS GROUP HAS SUFFICIENT RESOURCES,
BUT COMES WITH DIFFERENT ATTITUDE.

B. OTHERS ARE MORE FOCUSED
while one is suffering from inadequate resources to do his job, in a cramped and untidy place.
-THIS GROUP HAS INSUFFICIENT RESOURCES,
BUT COMES WITH AN ATTITUDE, THAT HE/SHE CAN MANAGE WITH WHAT THEY HAVE.
IT IS THE ''ATTITUDE'' THAT DIFFERENTIATES THE TWO GROUPS OF PEOPLE.

It depends on the style of the Person. Some function better under pressure and some better when everthing is at its best. It very much depends how internally motivated the person is to do this.

Inadequacy of Resources. When equipped with the best tools, I think one may achieve more consciously. Money is a tool.

Sometimes out of nature one would conceal themselves from others of obstacle tendencies, and in doing so may return to a productive and or more conscious attitude.
