Are "Earmarks" authorized by Law?

Are "earmarks" to appropriations bills in the Senate and HR specifically authorized by some previously approved bill or law; or are they just something that congressmen (women) have "assumed" that they can do because it is not specifically forbidden in law?

The law works but the system needs changed, We all abide by the law but sometime it failes us. The same with the goverment. God bless the USA, Brign our troops HOME safely, To the men who did not get the credit they deserve, MAY GOD WATCH OVER OUR SERVICE MEN.

As it is not forbidden for them to do so and they get away with it.

Just as with any other enacted law, they are legal.  Incidentally, they are not all bad.  For instance, an earmark used to build a badly-needed bridge (unlike the AK bridge to nowhere) would be very valid.
