How do I report animal abuse in NY, my neighbor leaves thier dog outside day and night, even in these cold days and nights we've been having. The dog, a black lab mix, stays under the deck and never is allowed inside the home. The animal appears disheveled and cold. How can I help this poor dog? I need a number for the Rockland County area, it is outside of NYC. Thanks!
