Yes, the soup spoon goes outside of the teaspoon, to the right of the knife. The knife blade should face the place. The water glass goes on the right side of the place setting, above and slightly to the right of the knife blade. The bread plates are placed above and to the right of the forks.
The purpose of the placement is that the cutlery is used in the order of its placement. The soup spoon is used first, so it's on the outside, as is the salad fork. If both dessert and coffee are served, the coffee/tea spoon should be above the plate above the dessert fork but turned in the opposite direction.
