First of all, what was in the trailer? Did anyone ask that question? Cause there is always illegal activity going on with these type of trucks!!
It does seem strange. First of all the truck should not have stopped for a car on the side of the road. you are not allowed to stop the truck after picking up a load for so many miles after the loading spot.
