Central ac cooling problem

I'm having a problem with my central ac unit. Its a 4 ton unit, the outside unit was just replaced by us last year. Our problem is that our unit blows cold upstairs, but on the first floor the air barely comes out of the 5 vents. I tried closing some of the upstairs ceiling vents but that did not make a difference downstairs. I went to the attic where the main unit is. None of the lines were kinked. All the valves were open and pointing in the same direction on the air tubes coming from the main unit.
Any help would be appreciated.

Assuming that you did not have this problem prior to replacing the outdoor condensor the installer had to do something to effect your airflow. The outdoor condensor has nothing to do with the airflow. You have either a furnace or a air handler that produces the airflow.

I forgot to mention in my original post that I had the same problem before I replaced the outdoor condensor last year. I have an air handler in the attic. It goes on and is blowing most of the air upstairs.

Yes the outside unit was a 4 ton and it was replaced with a new 4 ton unit, purchased / installed professionally. The installer would not go in my walk up attic   that day to check the vent problem I described. The downstairs vents airflow were minimul with both the old and new unit.  Waiting since June for him to come back , oh well.

If you had this problem even with the other 4 ton condensor unit than, i would think you need to install some return vents on the first floor i'm assuming your not circulating enough air on the first floor area, your main return is probable upstairs in the hallway ceiling.
