Everything I say can be fully substantiated by my own opinion.

If it appears to be black coloration on smooth tissue, it's probably nothing to worry about. Some cats have this kind of pigmentation, especially ones with an orange coat.

However, if it is a raised spot or if it appears irritated, it may be an issue that a vet should look at.
