I would contact or go see a pool service, tell them the situation, have them look at the pool and tell you neighbor the facts, so you pay your part and he pays the rest if he wants to bring it up to snuff, you might just need to offer him what it would have cost you for what you would have done, If it had been swim ready it could be a different story, sounds like he wants a free fix up for his f---up, could be that his filter and pump are also screwed up from lack of use, years ago I had a above ground pool go dixie on me, it flooded the street, police almost gave me a ticket, back in 63, Try to never let the sun go down over an argument, try to have a understanding with neighbor, you don't need no stink
